COUNCIL chiefs are to launch a major review of York's footstreets, more than two decades after the city blazed a trail for pedestrian- friendly city centres across Europe.
Officers will look at whether the car-free zone should be extended to include streets such as Fossgate, Micklegate and Goodramgate.
But they will also examine whether the footstreet hours in existing pedestrianised streets, such as Coney Street and Parliament Street should be altered, said Coun Ann Reid, City of York Council's executive member for City Strategy.
They will also study restrictions surrounding the controversial rising bollard in Stonebow, which only allows buses and taxis to get through but has occasionally been struck by vehicles.
And another controversial option to be considered will be whether cyclists should be allowed to stay on their bikes as they cross the city centre from west to east, and from east to west.
Coun Reid said there had been a long-standing request from cyclists for such a move, because the only alternatives were getting off and pushing their bike, or cycling alongside heavy traffic on the inner ring road.
At the same time, there might be concerns from pedestrians about the dangers caused by people cycling through areas where motorised vehicles are banned.
"As a cyclist and a pedestrian, I have some sympathy with both points of view," Coun Reid said.
She said traders in Fossgate had organised a petition calling for the street to be pedestrianised, and there had been calls from Labour councillors for Micklegate to become a footstreet.
She said that when introduced in the 1980s, York's footstreets had been the largest scheme of its kind in existing streets in Europe, and it was still one of the largest.
Confirmation that the review was about to start came in a letter from Damon Copperthwaite, te council's assistant director for city development and transport, to Quartz Chauffeurs, a company providing chauffeur-driven vehicles, which wanted the right to go through Stonebow.
He said: "The city council is to begin a review of the footstreets in general, which will involve widespread consultations and will include a review of the restrictions in this area.
"With this in mind, the elected members are unlikely to support any amendments in isolation until the outcome of this review is known."
Petition from traders over street traffic
TRADERS in Fossgate have long called for the street to be pedestrianised.
The Press told last year how almost 800 local firms, residents and shoppers had signed a petition calling for the street to be closed to traffic.
Jeff Baker, who owns J Bakers restaurant, said he believed it would boost business.
"With the more modern eating out, Continental lifestyle we have now I think it would be marvellous," he said. "It would be great for business down here."
Jim Hardie, landlord of the Blue Bell pub, agreed.
He said: "I'm still in agreement with virtually all the traders in Fossgate that the street should be pedestrianised," he said.
"Three or four times recently we've had the problem of a lorry parked at the top of Fossgate and people can't get round it. It causes bedlam.
"It would be a much nicer shopping experience if you didn't have to keep looking behind you all the time for cars."

Lets see if this time they can come up with a scheme that is pedestrian only. There is a constant stream of cars through the city centre - most claiming to be disabled some do not stop - some carry disabled passengers who do not get out. For the genuinely disabled there is a scheme whereby they can hire electric wheelchairs. At present the so called pedestrianisation is a sham.

The hours of operation should be extended - if deliveries in Stonegate can be organised in very limited range of times the same should apply to Coney St and all other car traffic banned. Allowing cars to legally speed down there at 30 in the evening is dangerous. A designated daytime cycle route through the centre would boost cycling - it has been proved to work safely in Cambridge where a ban on cycling was lifted temporarily then made permanent after a year trial.

How can York council close off a RIGHT OF WAY these roads have been rights of way for hundreds of years no one should be in a position to close off rights of way.
CONGESTION IS A MYTH!
Congestion is council made York council closed off over 155 roads and streets closed off to vehicles thus creating congestion every vehicle is directed to one major road thus creating JAMS open up the 155 roads congestion is ended,
Example if a person had the small veins in a body closed off and the main amount of blood would have to travel via one artery the body would close down! this is whats happening to York!
By closing streets this helps the council to start charging tolls they already are talking about charging you to go over bridges? its all a con a stealth tax on the motorist.
Look at the situation York ran with out a hitch years ago 1970? was the start of the rot when streets in Acomb were closed off, they inform us its for our safety RUBBISH! its all a con but no one listens its time you all woke up!
How could a city work correctly with 155 roads closed, we have a generation who have been brought up not knowing how vehicles used York when all our roads could be used freely, its the older generation who know its time we took a stand and said no more.
Look at the problem with ousgate if you wanted to get to High ousgate from Low ousgate you have to go approx 3 miles round to it, this creates polution, if your in Lendal parked and you need to go to St Leonards this is approx two miles travel you turn left go over Lendal bridge all the way past the station over Lendal bridge again this is twice this would be two tolls then onto St Leonards this is barmy do you not agree!
Traders want foot streets?? close off Micklegate and it will die traders must be crackers asking for foot streets havent they had a bad time when all the major shops are now on the out skirts of York, are these traders just tourist trash sellers if so they need closing down any way all selling junk bought one day binned the next day.

I'm a huge advocate of cycling but I have to admit that there is a sizeable minority of cyclists who are a danger to pedestrians and therefore I wouldn't advocate them been allowed down footstreets. The problem for cyclists is other road-users, e.g cars and BUSES. Over the years, FIRST have bought bigger and bigger buses and still expect them to negotiate Coppergate. It makes it a death-trap for cyclists. So here's a question :- "Do we need buses to cross the town?" If we turned them around at appropriate points, so they just serviced their side of the town, they would be able to keep to the schedules more easily.

Larkin - this is obviously a hobby-horse of yours. Mine is the complete opposite. Roads weren't built for cars, they pre-dated the invention of the Infernal Combustion engine by donkey's years. I recall photos of York City centre in the 1960's before there were any traffic parking or other restrictions. This free for all must have made life very dangerous and unpleasant for those not in a car (including car users after they prised themselves from their beloved vehicles).

experiment to open up the 155 roads, in that the results would hopefully silence the nostalgic Mr Toad faction for evermore. In 1961 there were "only" 9 million vehicles on UK roads, today there are over 33 million and rising. Think on't.

I think the York City Council are trying to punish as many small bussiness's in York as possible. No wonder there are so many empty shops throughout York. So after fighting to save Micklegate post office (which was well worth the fight to keep it) we now have another area to fight. Making Micklegate a pedestrian only street. I think this is a bad idea and will not benefit any of the shops, not only for there customers but for deliveries etc. I run a Florist which uses my van to make deliveries and need access for this all through the day. I feel years ago Micklegate fought for the car parking charges which are very reasonable and now it feels like that was a waste of time and effort. Also Mickleate is a main route for the emergency services and will also make traffic works in other areas. Bad , Bad idea!!!!!

Even if it had a designated cycling area I wouldn't fancy attempting to peddle down Coney St on a saturday afternoon. Pedestrians seem to think that Fossway is already pedestrianised - they are always stepping off the pavement in front of my bike, I've been knocked off once and almost knocked off countless times.

the only reason york is always jammed with traffic is the councils traffic planning system they have in place. There are far too many traffic lights in york that is why cars are stuck in the city polluting the air. These people should resign there jobs cause they dont have a clue

How about taking the buses out of the centre as well?? They could go round the walls - nowhere in York city centre is that far from a Bar and it would make it more pleasant, rather than buses clogging up the roads for the traffic that needs to use the centre.
Trams'd be a good replacement - better than a bendy bus!!!

I remeber York traffic in the 50's, 60's & 70's and it was better when the roads were open.
I agree having the existing foot streets, but for god's sake don't expand them, and stop cyclists riding down them it's dangerous.
Best thing to do is not go into York at all, just leave it to the tourists.

I do believe as a motorist moving to York, I do feel that cyclists here need to do the simple things like indicate...the amount of times i've nearly killed bad cyclists is enormous...No one wants to be a murderer so please all cyclists reading this indicate so you live to cycle another day. I believe all other motorists agree with me on this

There is no major problems with the pedestrian areas ,some streets are open to disabled badge holders ,this is a limited number of streets ,so what if some disabled badge holders dont get out of the car,why should they,as there been a spate of car accidents in the footstreets not as far as i know ,of course the cafe owners want it closed to traffic so they can fill the pavement with tables and chairs to increase their sales area,there as been a couple of problems on fossgate which is not a designated area for disabled parking ,which should result in penalty tickets if the parking attendents are doing their job ,most traffic problems seem to involve vans or lorries delivering to the shops,why is it that these can park on the whole pavement .Its a case of live and let live ,later in the day such as coney st ect are open to allow for deliveries ,street cleaning,it sounds like a step towards tourists only,I would have thought any shops on micklegate that want it closed to traffic must be barmy its like sealing your own doom ,plus can the councillors not see closing more streets would increase traffic on existing streets ,than throw in the greens 20mph zone and you have a recipe for gridlock city centre with extremely high emmision levels,why not get the enforcement team to go and start ticketing all the vans and lorries and cars that are causing obstructions,every year when the new funding starts it gets thrown into some new traffic plan that very rarely does any good whatsoever,the other year it was green lights,I could understand encouraging deliveries to shops to be early morning where possible ,the problem is because they have limited times (quite rightly)they all rush in at the same time,if you want a busy city centre it needs to be accessable if not we can always shop elsewhere.If coun Reid decides to close goodramgate for no apparent reason is she going to pay for all the reprinting of the disabled information leaflets.
